	1962 plate. At this time, the islands were part of the Trust Territory of the Pacific Islands.
	1978-1988 normal series plate.
	1978-1988 government vehicle plate converted to normal series plate. At one time during this period, the registration authority ran out of normal series plates, while still having more than enough government vehicle plates. So they hammered flat the caption "GOVERNMENT VEHICLE" and the second latte stone symbol, painted the area with non-reflective paint matching exactly the off-white color of the reflective sheeting, and finally added the caption "COMMONWEALTH" and an A suffix. In daylight conditions this looks almost perfect, but when light reflects from the plate, you can see where the paint was applied.
	1988 onwards normal series plate. The partially removed sticker seems to be from 1991.
