1990-2009 normal series front plate. Because at that time Mayotte was an overseas collectivity, not a department, it had the freedom to still allow black plates. In 2011, Mayotte became an overseas department and in anticipation of this it adopted the nationwide French numbering system in April 2009 with the rest of the country.
