This is a continuation of the former Yugoslavian series, but the red star was replaced with the flag of Yugoslavia (later renamed to Serbia and Montenegro). I don't know whether there was a change to the flag on the plates after the 2006 split-up of Serbia and Montenegro into two independent countries, which made the blue-white-red flag obsolete. The Serbian flag is red-blue-white.
